Issues and Recommendations on Teacherís Competency in Assessment Literacy

Abstract
Assessment literacy refers to teachers' knowledge and skills in conducting assessment activities.
However, teachers' competencies in assessment literacy are at an unsatisfactory level. Teachers can only master
the concept theoretically but not practically. The variety of understandings inherent in assessments makes the
practice of a country less uniform. Among the issues that many of the researchers focus on in the literature review
are readiness, teacher knowledge level, practice and integrity in assessment. However, not many studies have been
conducted on teacher competence in assessment literacy. Teachers should understand the basic concepts of
assessment as they work to improve their skills to apply the concepts to their practice more effectively. As such,
this concept paper aims to address issues related to assessment literacy, namely from the aspects of teacher
competence in the construction of assessment instruments, validity and reliability of assessment as well as
fostering the value of integrity in assessment. Assessment literacy among teachers should be noted that student
achievement is closely related to assessment activities implemented throughout the learning process either
formatively or summative. This paper proposes that teacher competence in assessment literacy should be
strengthened as early as the period of service of teachers through several methods such as literacy tests and
specialized assessment workshops. In addition, the coaching session of the assessment unit and periodic
monitoring of the assessment process may be able to bring about positive change in teacher competence in the
assessment. Further studies can also be conducted on teacher competencies that focus more on formative
assessment literacy.
