A CRITICAL REVIEW OF LECTURER PROFESSIONAL DEVELOPMENT (LPD) AND A PROPOSED MODEL OF LPD FOR VIETNAMESE HIGHER EDUCATION INSTITUTIONS WITH MORE AUTONOMY AND SOCIAL RESPONSIBILITY

Abstract
The lecturer professional development plays an important role in higher education (HE),
especially as Vietnam has increasingly assigned more autonomy to public higher education institutions to
encourage their reasonable and effective use of resources so as to improve training quality, increase demands of
the working market and promote international integration. This paper provides a critical review of lecturer
professional development-related issues such as human resource management and knowledge management
based on the corporate social responsibility (CSR) approach, and proposes a model of lecturer professional
development (LPD) for higher education institutions (HEIs) with more assigned autonomy and social
responsibility in Vietnam, under the consideration of several factors including external factors, internal factors,
the autonomy and social responsibilities of HEIs for outputs, stakeholders (HEIs administration board, investors,
human resources units, HEIs members) and the quality management of HEIs.
