STAKEHOLDERS’ INVOLVEMENT IN TECHNOLOGY GENERATION AT AN ACADEMIC INSTITUTION IN NORTHERN PHILIPPINES

Abstract
Low adoption of agricultural technologies by smallholder farmers is identified as a result of farmers’ lack of participation in research and development. This critical qualitative study aimed to analyze the involvement of key stakeholders in technology generation using the case of three agricultural technologies that had been developed at a state university in northern Philippines. Qualitative methodology using semi-structured interviews were conducted among 19 participants consisting of researchers, farmers, extensionists and representatives of the donor agency, selected through snowball sampling. Thematic analysis was employed to surface meanings in participants’ narratives. Findings revealed the primacy of the donor agency’s research agenda in technology generation but with researchers dominating research conceptualization and technology development. Extensionists and farmers had nil to moderate involvement. State universities must ensure a participatory technology generation process in which all the stakeholders engage in a collaborative interaction so that generated technologies meet farmers’ actual problems and needs. An alternative framework of technology generation is, therefore, proposed.
