THE AMBIGUITY OF THE INDEPENDENT CANDIDATE IN INDONESIAN REGIONAL ELECTION: A CASE STUDY OF GOWA REGENCY

Abstract
This paper aims to show the phenomenon of the nomination of independent candidates in the
elections in Indonesia, which is controversial. Formally, the nomination of candidates through independent
channels in the elections in Indonesia is based on the Constitutional Court Number 5 / PUU-V / 2007 23 July
2007. Through this Decree, a candidate can participate as a Candidate without having to be carried by political
parties. This policy is seen as an answer to the problem of candidacy, which has so far been dominated by elitist
political parties that tend to be transactional so that only people with a large share of political and economic
resources are likely to be nominated. Through an independent channel, it can open more opportunities to the
broader community outside the political parties. This system also provides open-up, immense, and equal
opportunities for all citizens. However, in practice, it turns out that this is difficult to realize even though
formally it is possible. The phenomenon of the 2015 Gowa Regency election shows that despite winning the
contestation, the mechanism undertaken by independent candidates is not open substantively to many. Various
rules that govern it provide a way for certain circles to use it even though it is formally open to anyone.
