AN OVERVIEW OF MEDIA POLICY IN IRAN

Abstract
Media policy is a set of principles and norms formulated to guide the behavior of media systems. Although these policies have practical, limited, and
immediate applications, their functioning is fundamental and broad. Policies are formed in the context of community public perception of
communication and stem from the political ideologies, socioeconomic conditions of the country, and the values that form its cornerstone and try to
associate these values to the mediaís actual requirements and providence. The paper studied media policy in Iran and strived to examine the
relationship between policy and media and the impact of these two categories on each other and the benefits of media policy on the list of
governments and the media. The study used two methods - documentary (library) and qualitative content analysis. The information needed was
collected using interviews with 20 experts in the field of media and policy. The results indicated that attention to indigenous, national, religious and
cultural contexts in formulating media policies, observing Iranís independence and formulating completely indigenous media policies in line with
community conditions, encouraging using national resources and attention to strengthening the coordination of existing and desired infrastructure
are of the most significant issues in media policy in Iran. Moreover, the focus on the functions of the media in policy, the need to focus on other
cultural levels and commercialization of the media in media policy, and not limiting media policy at the national level are of the most significant
issues to be considered in media policy in Iran. Additionally, facilitating communication needs of disadvantaged groups and regions to eliminate
communication imbalances in policy, the participation of all authorities like the active force of the country in media policy and forecasting the
development of communication facilities needed to meet the requirements of various segments of the population along filling legal gaps in media
policy are of these issues too.
