HOW TO FORM A STRATEGY? AN EXPANDED MODEL OF STRATEGY FORMATION: META SYNTHESIS OF FINDINGS AND LITERATURE

Abstract
Objective: Strategy formation, creation of a strategy, design of new businesses and organizations are to advance these businesses. Formation
involves exploration, searching for benefits and opportunities in business. This area is one of the aspects related to strategic management that
focuses on the process of creating a strategy. In working this article, we began with studying Montazberg's model for strategy formation and
developed it by combining other researches with the model. The purpose of this article was to identify the factors influencing the formation of
strategy and their impact on this path. Relying on other researches that have been done in this field, we have clarified its aspects. We presented its
results in the form of an initial development. Method: In the research, we used meta-synthesis method. From the reviewed articles, we have finally
examined in depth thirty articles from 1978 to 2017. Results: we studied the factors affecting the formation of strategy, the type and sequence of
their impact on each other in the formation path. In this way, we identified learning, creating cognitive frames, competing between cognitive frames
using policy and negotiation tools, forming a dominant and common frame, or strategic passivity, and forming strategic intention as effective factors.
Conclusion: By creating discontinuity, the previous paradigms do not answer the new organizational problems. Due to these discontinuities and
strategic positions, learning occurs, and learning creates cognitive frames. These cognitive frames, which belong to organizational beneficiaries, then
compete with each other using discourse and politics. With the victory of a frame, a strategic intention emerges. The success of the cognitive frame
and the creation of a strategic intention of this frame appear in the form of an intentional strategy and as an official strategy of the organization
