INTER-RELATIONAL DYNAMICS OF IDENTIFIED MOTIVATIONAL CHALLENGES: STUDY OF SKILL DEVELOPMENT COURSES IN SIKKIM

Abstract
India has emerged as a dominant player in the future of global workforce. To take advantage of this opportunity Hence, Ministry of Skill Development and Entrepreneurship was formed in 2014. The Ministry works closely with the National Skill Development Corporation (NSDC). Sikkim is a remote Himalayan state with a small population but high numbers of educated unemployed youth. This study was undertaken to identify motivational challenges that discourage youth to seek such courses. Ten challenges were identified through a Focus Group interview. To understand the inter-relational dynamics of these identified challenges DEMATEL has been an appropriate tool. Values of effect of a factor on other factors has been collected from 24 policy-makers in the state. Low remuneration emerges as the most prominent cause and which results in low social status of jobs obtained through such skill courses locally. This leads to social stigma to the practitioners of such jobs, and students are reluctant to join such courses. This gets exacerbated as Government jobs are not available for this group of youth. This leads to a low motivation and which is the most prominent effect in this dynamics. Implications of this study for policy-makers are clear. To make skill-based courses successful they need to be made financially attractive. This will remove social stigma attached to them and will lead to greater motivation for students to enrol for the same. This has implications for industries also, who can be the beneficiaries through availability of local human resource.
