STRATEGIC PLANNING IN THE REGIONAL DEVELOPMENT MANAGEMENT SYSTEM

Abstract
Active changes in the socioeconomic sphere that can be observed today in the regions of the Russian
Federation are related to the expansion of their powers in their own development. The change in the management model
is due to the need to increase the efficiency of using regional potential and to develop the competitive advantages of
regions within the framework of the strategic program for their development. At the same time the goals should be set in
accordance with the general strategic goals of the whole state for the relevant period.
Different socioeconomic formations are characterized by different management methods. Accordingly, the economic
entities of each specific formation use the methods corresponding to the forms used. Each method has its own conceptual
core. Many researchers who deal with the management of regional socioeconomic development, offering different
approaches, are guided by one main guideline. We are talking about elaborating scenarios for the development of a
particular territory over a certain period of time, determining the goal and choosing ways to achieve it, reaching positive
trends in the social, economic and human development spheres.
Among the main approaches we can distinguish the project-planning, the process, the quantitative, the problem-oriented,
the situational, the systemic, the program-and-goal oriented, the program oriented approaches and some other ones.[7]
Each of these approaches has both strengths and weaknesses. However, they all share a common disadvantage, namely
all of them focus on solving tactical problems, eliminating topical problems without making clear strategic decisions. At
the same time, each of the regions of the Russian Federation has a special socioeconomic system with its own specific
features and differences from the other regions' systems. Accordingly, the problems have regional specifics, which
should be taken into account when organizing management. Moreover, the management staff must be staffed with highly
qualified specialists who can adequately solve complex tasks.
These days the most relevant and in demand among the forms of management is the one based on strategic principles. In
general, a strategy refers to a general plan of activities (without details) that covers a long period of time and involves
taking into account the results obtained in the form of indicators that show how well the planned was achieved. Strategic
planning and management methods that cover the system in all its elements allow us to solve such problems.
The authors analyze various approaches to the development of strategic planning of socioeconomic development of
regions.
The main result of the paper is to consider the possibility of improving the methodology of strategic planning in the
management of regional development. Among all planning tools, strategic planning is one of the main directions of
economic activity of government authorities in the context of increasing the level of socioeconomic development of the
region.
