WOMEN’S DECISION MAKING PROCESS AND THE ETHICAL CHALLENGES

Pragya Milind.

Abstract
Parliamentary Democratic Government. In the Modern Era women have received many new opportunities and also got rights
to challenge the evil dogmas prevailing in the society since ancient times. They were given second status and were confined
to household chores (Freedman, 2002:10). The paper is dealing with the Indian scenario where women have got social,
economic, and political rights in the Constitution because of which their political status has become better than in ancient and
medieval times. The main objective of the paper is to consider the women working in the political field in the legislature. It is
to locate in the paper being co-partners with the men how efficiently women participate in decision making, policy making
while facing the ethical challenges. It is to locate in the study whether it is satisfactory or not when women take part in
decision making processes over different issues related to women safety and other general issues while running the public
offices as compared to men. This is the research question of the paper. There is unequal distribution of power in Indian
society which is matter of concern of ethical challenge. There is contradiction between “a hierarchical social order and a
democratic political system.” I have tried to see political participation as a process in which women contest elections and
reach to the Lok Sabha (the House of the People), and their discussions with other male colleagues on politically-centred
issues. Discrimination prevails in society because of the social construction of labour. So, this social traditional framework of
gender roles need to modified for the successful political participation of women. The study includes both primary and
secondary sources providing the empirical data based quantitative and qualitative research work. Sampling includes 59
women parliamentarians in the Lok Sabha. It is an inductive study. This paper includes data based on the period of 2009 to
2014 during the Fifteenth Lok Sabha. Now I am also dealing with the leadership roles of women in continuing process in the
State Legislature.

Key words: “a hierarchical social order and a democratic political system.”
