AN ENHANCED E-LEARNING ASSISTIVE TOOL FOR VISUALLY IMPAIRED LEARNERS OF JAMMU AND KASHMIR

Abstract
The development of ICT (Information and Communication Technology) has significantly grown in research areas focusing on low cost Assistive Technologies (AT) for people with vision disabilities. This area of research has high social impact on the visually impaired learners and ever-increasing ageing population. The use of Assistive Technologies by this group of our society enables higher equity in the social and financial aspects. The present market prevailed technologies in this regard are both expensive and language dependent especially in the remote areas of developing countries. Poor network connectivity, least technical support, difficult geographical terrain and law and order situation has added more miseries to visually impaired learners/users of Kashmir valley. The consistent efforts of researchers in the area of Web Accessibility has resulted in increased web assess by VI learners but the challenges to support more and more/regional languages and the network infrastructure in the developing countries poses new research challenges. While translation programs along with TTS (text-to-speech) support, like other assistive technologies are ever-evolving, significant progress has been made which resulted in improved life standards of VI learners. Some of the challenges with these translation programs has been their hard to comprehend US/UK English accent in addition of sequential reading of everything on screen. The present research work aims to develop an application which would extract text from Microsoft Windows 10 based applications and convert it into Kashmiri Language for the Kashmiri speaking visually impaired learners/users. The application would also support English language for advanced learners of visually impaired group. The application would also support graphical description in Microsoft Windows 10 based web browsers. It also includes screen zooming and colouring options for VI users with Amblyopia. The proposed application uses RAD (Rapid Application Development) model of SDLC (Software Development Lifecycle) for its development. The programming language used for the purpose is Python 3.7 (32 bit) on Microsoft Windows 10 Operating System. The present research work once implemented shall overcome the language barrier for the Kashmiri speaking visually impaired learners in using such a primitive and important AT in acquisition of knowledge.
