Abstract

The startup ecosystem policies create a favorable environment for innovative entrepreneurial activities, with the expectation of rapidly increasing the number and scale of businesses. This type of enterprise has the potential for rapid growth based on the exploitation of intellectual assets, technology, and new business models, providing practical results, maintaining the dynamism of the economy, promoting growth, and enhancing national competitiveness. The 12th National Party Congress affirmed: "Improve mechanisms and policies to encourage and create favorable conditions for the strong development of private economy in most sectors and economic fields, becoming an important driving force for the economy. Improve policies to support the development of small and medium-sized enterprises, startups" (2). Some important laws related to the development of the private economy continue to be improved to fit the new context, with core values: Maximize the freedom of business for individuals and businesses in sectors and professions that the law does not prohibit, minimize administrative procedures towards openness, transparency, consistency, and responsibility for explanation.
